set your dissolve as the default transition.
next, drag your clips/photos to the canvas and drop it on the insert with transition droplet. There’s probably a keyboard button you could hit to do it quicker, but I don’t know it offhand. If there isn’t, I’m sure you could set it up.

how bout I write one for you.
Duplicate the clip needing the blur and stack it directly above the original.
add matte shape. select the size/shape you need. use the center controls of the filter to position the matte. Keyframe the matte position and size as the subject moves across the scene. ABSOLUTELY DO NOT USE THE CENTER CONTROLS IN THE MOTION TAB. You MUST use the center controls of the filter.
Add a gaussian blur, and crank the settings for desired effect.
Tweak the size/shape and position as needed. If the edges are a little harsh, add the mask feather filter.
Another way to do this, but more time intensive is to use the 4 point or 8 point garbage matte.

Watch this tutorial…it’s only a few minutes…and really think it through. the techniques shown here are similar to what Victor said, just keep an eye on how you can can apply the method to what you are trying to do.

i do that all the time when I’ve been on the PC too long, and want to undo something.

use Premiere, and change the default keyboard layout to Final Cut. it’s as close as you’re going to get….legally.

Just create a 3rd sequence, and drop the other two sequences onto the timeline. They will look like any other clip that you can click, drag, trim, etc, with two exceptions….it’s a different color and if you double click it, the sequence timeline opens rather than loading into the viewer. This is called nesting, and is used to simplify a timeline that has some intricate parts, especially those with lots of layers that can accidently be bumped a few frames/seconds and throw things off.
To apply filters, use motion controls, etc., right click the nested sequence on the timeline, and select “open in viewer”. Or hit the return button on the keyboard. Now you can manipulate the scale of the entire sequence or apply color correction without having to adjust each clip individual.

To answer your first question, move the clip to the very end of the timeline, so nothing’s behind it, make your speed change, then move back. A pain? yes. Does it work? Every time.
Second question….are you holding the shift key?

I’m probably going to hell for enabling you, but use the blink filter in video filters====>video
