Upscaling DV to HD via software is not going to be “appreciably better” no matter which software you use – it’s just the nature of DV and it’s color space. To test this for yourself just scale one single shot in AE and then put the same shot in a 1920 X 1080 timeline and scale that to fill the frame.
FYI, scaling DV via hardware, with a Teranex being the best bet and AJA Kona being 2nd best, you will still not notice that much difference, again simply by virtue of the inherent issues of DV as your original.

An 8-drive SAS or Thunderbolt array will deliver two to three times more throughout than an 8-drive eSATA array.

While I certainly agree with Oliver that the Speedgrade app is vastly superior to the 3-way CC filter, learning to use the 3-way filter is still a very good idea for any person just learning the basics of video CC, since everything master with it will apply to the more complicated apps and plugins, and because mastering it will teach you the language of video color correction.
Colortista, though you have to buy it, is also a good choice, because at its heart is a good 3-way color corrector that is superior to the 3-way filter in Premiere, and it also has really easy power windows, which are very handy for anyone wanting to do a professional job of correction and grading.

There are many color correction filters right inside Premiere, and there innumerable plugins and apps available too. However, the 3-way Color Corrector is pretty much the standard for video, and you really should learn it rather than using the still image tools you’re more familiar with, because once you learn the 3-way CC you’ll be equipped to use just about any video color corrector.
FYI, there are litterally hundreds of tutorials on YouTube you can use to master the 3-way CC filter and the other video CC filters as well.
BTW, before you complain that one filter can’t do everything you asked for, the 3-way CC filter can do ALL of it.

I agree with Bob completely, and I’m not sure exactly what the bitrate is of your 4K material, but I can assure you, you most likely have more than one bottleneck.
1) (3) SATA drives in an older 3G eSATA enclosure with an older 3G controller striped as RAID0 is most likely not providing enough throughput – 1) eSATA is both old and slow; 2) you don’t have enough drives striped together for high performance, an 8-drive 3G eSATA RAID only generates between 315 and 400MB/sec throughput, 3 drives is most likely only giving you 100 to 150MB/sec.
The new 6G SATA drives are MUCH faster than the old drives, installing just two of them internally in my 2008 Mac Pro generates Reads of 365MB/sec and Writes of 404MB/sec, and that’s with the internal 3G SATA bus on the motherboard. You might want to try stripping three together in your SATA enclosure, but even that may not do the trick, depending on the bitrate of your 4K material. FYI, a newer 8-drive SAS array will generate an average of 1000 to 1200MB/sec – that’s probably what you really need.
2) Have you replaced your old video card with a newer GTX 680 or 790? If you’re editing with Premiere then you most definitely have a bottleneck there.

No one in the world can possibly answer your question with any real degree of accuracy Scott – simply assume that because they are both Thunderbolt-2 technology, and that neither requires a controller card, they should be virtually identical, both in terms of performance and reliability, if both use the same hard drives internally. You should ask about the hard drives, then come back and ask again, as the hard drives themselves are much more important than the enclosures themselves in this case.

Absolutely! Just download from the Avid website for free and test away… Try DNX 135, I think it’s about equal to Pro Res 422.
