the typeface may not be to your liking but if you watch the glyphs’ animations, you will see the action and distortion would be impossible to replicate with keyframes.

Put the clip in pause and zoom way in on the black/white edge until you see the individual pixels start to resolve, should be about 200-400% zoom. You will see that DV’s pixelation is built into the codec. That’s as good as it gets and those pixel blocks are one of the major reasons chromakeying blows in DV. The matte will always have those huge blocks on the edges unless, of course, you’re using a superior keying filter.
interlaced fields help hide the diagonals but the only way to improve them is to add a bit of vertical blur. Like anti-aliasing, a slight corruption of the image actually makes it appear to be clearer.

Editorially speaking: Most of us just learn to live with DV’s many insurmountable drawbacks. Why we accepted DV as a viable video format 10-15 years ago is beyond me. I’ve always thought it was a huge step backwards from BetaSP, component, and, in some cases, even VHS.

I deal with all velocity issues by using a null and parenting the items I need to move to the null. And for almost all text issues that require precise timing, I set each item up as a separate layer.

That’s not really the question.
The problem you will have is finding a codec, that will run on a player, that will run that movie for you, on your PC, from the hard drive, through your graphics card, and out to the monitor or projection system.

But you can easily specify those precise composition dimensions for your AE project.

Caution: HD and 3D-HD require huge rendering times. And you will need to transcode to your player codec. Give yourslef LOTS of time to develop and test your output workflow BEFORE you start production. And, I strongly suggest, you have a standard definition backup copy or DVD ready to go, just in case.

You have a real problem here and it’s you. You must figure out how to deal with or work around your proscriptive environment. You find the powers in charge of those decisions and ask them, nicely, how to manage your media needs and remain within the confines of their policy.

Proscriptive policies like these are in place for excellent reasons. That you don’t like the policy is your problem. That you might be able to figure out how to deal with it is merely an interesting challenge if you have the maturity and patience to talk to the administrative experts who might be misinformed..

I’ve done a mermaid (actually a girl in a salmon costume)bobbing, floating, swimming underwater, and hovering over a redd.

It was all done with motion paths in AEv5.5. Not easy but not difficult. Once I got the first scene done, the rest were fairly direct. The secret for me was creating a proxy for the salmon character so test renders were nearly instantaneous.

This is known as “anaglyph” 3d and you can research it for hours on the Net. Fun reading.
Faking 3D spatial relationships with a filter is not the same as building a camera rig with interocular settings and rendering each of the cameras as a separate pass. but you also have to be able to combine the two movies into a delivery format.
