Is it possible to see what the effect looks like? It’s been years since I’ve seen the film and I imagine a lot of people here have never seen it.

Clear your media cache and do a good old fashioned reboot. Dynamic link can be finicky, but that usually does the trick for me. Worst case scenario, just export your comp from After Effects and plop it into Premiere. Obviously not ideal, but works when all else fails.

You could place tracker markers somewhere on the people where they (the markers) can easily be painted out. I also find that even without markers, you can often find a lot of high contrast areas on people to track in AE (eyes, a button, even a whole face now!). That’s as long as their motion is pretty even and straightforward.
Once you have your shot, track the motion and use the Camera Tracker to add a camera that mimics your real-world camera movement.

You can export a png, tiff, or jpeg sequence from After Effects. It won’t be the original images from the camera of course, but it will give you the individual frames to work with.

Have you checked your settings in After Effects -> Preferences -> Video Preview?

Manually doing a pan is tough, but if you shoot large photos you can easily add some movement in post afterwards without sacrifice any resolution. It won’t be quite as good as a pan or dolly movement, but it won’t be a static shot either.

I saw a doc where old footage was projected onto old buildings. It was pretty neat. It depends on what your doc is on, but you could try finding a relevant setting to composite your old footage in. For example, if you are doing a doc on Hurricane Katrina and have news footage of the impending storm, you could shoot an old TV in a New Orleans bar and composite the footage onto it. Just a thought.

If you’ve already made a shape layer where you want the 2nd video to fit, place your 2nd video layer underneath the shape layer and set its Track Matte to Alpha Matte. Then scale your video layer to the size you want.

No offense Ernie, but your post is no more of a solution than anyone else’s. The original poster asked if FCP 6-7 worked in El Capitan. The answer is a giant maybe. I personally know several people who tried and it does not work. There are plenty more examples here online. Then there are some people like you who have had success. That’s great and I’m happy you haven’t had to deal with the nightmare that others have when FCP won’t open and they no longer have access to their projects. You say we as editors need to find solutions, but the problem itself is easily avoidable to begin with.
I guess I’m just confused on why certain people are getting so uptight about being given reasonable advice to not upgrade, or at least have a backup plan should things go south. It’s like they’re looking for an answer and are upset when it’s not the one they want. Even a recent poster thanked you for answering the question after “16 posts”, cherrypicking your post and ignoring the other answers that did not match what they want.
