hard to nail down. it could one of several items which i will enumerate below.
1. DVD-R vs DVD+R some older players don’t like +R
2. CBR vs VBR. some older players can’t handle variable bitrate
3. high bitrate. some older players can’t handle bitrates higher than 7 or 8 mbps
4. incorrect 3:2 pulldown encoding made in mpeg 2 and player can’t parse transitions
5. scratched disk or bad burn. computer players have a better laser than older dvd players
-What I would do is encode with the latest adobe media encoder as a DVD mux PCM audio and then use free dvdstyler to build the menus. it won’t recompress.

TBC(time base corrector) crystal sync (vertical and horizontal sync) VHS 4 head channel player with component out. best one is Panasonic AG-1980.
the recorder should be able to input component as composite/s-video are inferior like a Magewell Pro Capture HDMI. the recording format is important as well. something with 4:4:4 or 4:2:2 intraframe like prores, not interframe as interframe that isn’t recommended for fast motion. make sure you have interlacing fields setup correctly.

the ref QT. how is it being viewed? if directly from quicktime player, it displays items as gamma 1.96. and I don’t know the workflow of your EXR’s but they are normally linear. did you burn the custom lut into the EXR? You should be uses an ACES workflow in after effects or at the very least, a guide layer. see https://www.youtube.com/watch?v=dHY5rMnBUz8

I assume you mean 29.97 interlaced? me and a friend did a bunch of quality control tests by comparing against after effects. if you make an image sequence with effect large counting number in a AE comp 60fps timeline, then render fields out, then each frame becomes a field.
and you can step through fields. I would then import into premiere. but if you are doing 59.94 fields instead of 60 fields/sec, you’re gonna have a duplicate frame in there somewhere because its not 1:1. premiere does a lot of whole frames converting when you have certain supporting sequence like 23.976/ 29.97 pulldown, and double fields/frames.
Having to press the arrow keys twice to advance frames is a sign that
you’re working at i30. Also, make sure the Sequence Settings dialog box is progressive and not interlaced. but you’ll want to set your footage as interlaced. -
i know free shutter encoder does a good job re-wrapping/lossless editing without converting.
even supports prores.

You should check the default fourcc decoding. i believe both windows and premiere read the same fourcc and decide what video decoder to use. sometimes its missing or sometimes its the wrong one. I believe premiere uses vfw compatible codecs. All default fourcc codec tags are read as metadata and then the fourcc is compared against a list in windows registry to load a specific dynamic link library. For example: my fourcc code for Lagarith is VIDC.LAGS or just “LAGS” if reading the video with a fourcc editor. That registry file points to lagarith.dll
all these values are stores in registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Drivers32
so what you should do is download a fourcc editor to views the fourcc tag of your video, then compare it in registry and in the working computer and see if they are identical.

“I tend to use UnMult from Red Giant, but you can also use native tools.
Apply the Channel Combiner effect. Set its “From” property to “Max RGB” and its “To” property to “Alpha.” This will take the brightest of the three color channels and use its value for the alpha channel.
Then apply the Remove Color Matting effect (keep the default background color of black). This will eliminate black fringing in partially transparent areas.

“in premiere, If you work with several mono tracks and pan them left/right the pan law will kick in. there is easy no way to disable it. a workaround is use the Audio Track Mixer in Premiere Pro and raise each slider to compensate until you get the output levels you need. usually 3db”
