-50mv Black is 7.5IRE, in NTSC Rec. 709 pixel terms that’s 16 RGB. Since you’re broadcast at NTSC, you should add curves at 16-235 clipping in luminance mode and another layer curves to 240 set as color mode.
The black control doesn’t work the way you’d expect as it works more like a knee than a clip so I always use curves. Other issues such as incorrect metadata of attached colorspace export inside the codec can also confuse the QC, so check mediainfo on what metadata is getting burned in.

if you updated premiere to 2022, I believe it lost dv capture support. you can either go back to an earlier premiere or use imovie.

changing the h.264 profile to high and level to 6.2 will unlock all resolutions including 8k x 1k

try add, screen, overlay, normal mode with a white solid. that should wash out the colors. you can also add a luma or sat matte underneath that as well.

I believe what you are looking for is “mixdown” option in the player if only using 2 speakers for playback.

USB-C is just a physical connector. the actual speed depends on if you are running x4 usb 3.2 lanes with support motherboard connection and the drive can do fast random read/writes which is different than simply block reading. Even the cable quality and length can affect latency.
Also, the cpu can have different decoding support. And finally, the versions of Premiere (specifically the beta edition) have vastly different support.

try transcoding to prores/dnxhd before importing.
if media encoder can’t read the video, try free shutter encoder to transcode.

Grading before applying the lut should give a better rendition of what the lut is supposed to do since it rotates around an exposure and gamma when applied. You can use a color chart to find the correct exposure and white balance, but some luts have directions on what they expect. i.e. some expect +2 over exposed. You can also skip luts entirely and grade right from log footage on color charts. It should normalize, although some grading algorithms won’t scene match correctly until you’ve manually set black, white, and exposure. If you’ve correctly exposed/white balanced in camera, then you can also grade after a lut.
