Sending your finished edited sequence from Pr to Encore is the way to go.
Did you select the DVD mpeg2 preset?
You can have a corrupted file. Check the clip at the 25 min. mark. Maybe, step out of premiere, transcode that one file with AME, bring the new file into Pr and replace.

To bring into an edit after CC in AE?

select all the clips you want and copy them.

You’ll have to re-size the mp4 file in the sequence b/4 export.

To avoid re-linking errors some find it easier to just render out the movie from AE and bring it into the edit.
But, can you start with your clip in Pr and then right click and choose “send to AE’ do your blurring, etc. and then save and go back to Pr?
And it should retain the link.
For decades we did not have linking and what we built in AE was rendered out to it’s own video file. FWI.

WIN or MAC?
Playing back what type of media?
Play media off what drives?

First off, your post heading does not help you or someone else looking for a solution down the road.
You should hit continue, THEN, go into your scratch settings and set them according, problem gone.
