Can you create the text as a text layer on NOT on a jpg?
Can you use a PNG instead of a jpeg as your back?

You can export to any format/specs you need.
File~Export (CMD-M)
Select your settings and send it to queue and will open AME.
Duplicate the “In-Que” as many times as you need files.Chris Tompkins

Your best option is to drag a clip on the Create new Sequence to match button @ the bottom of the browser.

With that budget – there is not a lot of choice.
APP will work with just about all Video files out there.
