16×9 is an aspect ratio, not a size, what size and file type do you want?
BTW I think Episode Pro is by far the best compression tool within the reach of most folks. To do better, you would need some VERY expensive hardware.

I have an A1, it has to be set to HDV playback standard to capture anything, the HV20 is probably the same. Default is Auto.
From there, not sure how or why to capture to offline jpeg, I’d just do native HDV in a ProRes timeline if disk space or speed is an issue, otherwise I’d capture to ProRes.

You do not have to downconvert anything. FCP will scale HDV footage in a DV (yuck!) timeline and force you to render. It also will add a shift fields filter.
If this were my project I would set it up as ProRes or 8 bit SD and put whatever you want in it. This way any graphics will be good quality.

It is likely your playback settings need to be set to HDV. It should be in the menus.

“Strobing” is not limited to or caused by the DV codec. It can make it worse, but the cause is often fine lines or details which flicker due to interlacing and movement. David’s advice is good, but also important is optimizing your images in Photoshop, described in great detail here in the archives.

It may seem backward, but the image for a text matte goes on top in FCP. Totally different from say, After Effects. Set the image clip to travel matte luma.
