To edit red footage… that budget is not gonna get you very far.. the computer alone will cost that much. A good i/o card like a kona Lhi will run you 12-1500.. then you need a good raid….that will give you 250-300 mb/sec for good throughput.
HDV is a great is a good acquisition format but due to the fact that it uses mpeg compression it’s not a great codec for post-production. There are different ways to handle it. You can bring it in 1080i 60 then create an Apple Pro-res sequence and render out the material as pro-res which may take a little time depending on the length of the material. You can also capture 1080i 60, edit and then export your material directly to a quicktime file using the pro-res codec or You can also do an easy setup and capture directly to pro-res. I personally think number three is the most efficient method.

you can import it into fcp 7 using the log and transfer mode but 1080 p 50 means 50 HERTZ for pal. If you don’t need to work in a pal base use 1080p 30
Most stations are asking for commercials to be delivered in H.264 and MPEG2 for their servers. I hate doing it sometimes but even if you send them a beta or digibeta they compress to H.264 anyways. We’ve all gotta start getting used to it
