I can’t answer your question about the FX3500 but it maybe win7 problems with being an older card or not having updated drivers.
If you want to put in a card for a just over a $130 you might want to look at a PNY GTX260, it meets the memory requirements and has 192 cuda cores and will work with the Cuda hack for CS5 -

You can try to extend your mini HDMI cable by using a HDMI Female to Female adapter and another short HDMI cable, I don’t know if that would cure your problem but sometimes DVI to HDMI can cause problems, also since the problem is cyclic it possibly could be a memory problem either in the computer or on the video card, in the computer you could run a memory routine over night to check the memory, but for the card the best way is substitution. -

Its just a digital data transfer, it doesn’t matter what bit rate it was recorded at, the card reader data rate will determine how fast it will xfer.

You need to mention what version of premiere you are using and what kind of audio file you video has attached, some versions of premiere don’t accept certain typre of audio formats.
