Its a script. If it downloads with a .txt file extension, remove that and make sure the extension is .jsxbin. Place that in the ScriptUI Panels folder and relaunch After Effects, then it will be available from the After Effects Window menu.
EDIT: this script is not a panel, while the above works, placing it in the Scripts folder then selecting File >Scripts > keen-Remove Masks.jsxbin will remove the masks from all selected layers.

When copying a mask for the purpose of pasting to the position parameter of a layer, the layer’s position coordinates are determined by the layer’s anchor point.
The initial position of the layer will be set by the first vertex of the mask path.
The first vertex of a mask can be changed by first selecting a single vertex then choosing Layer > Mask and Path Shape > Set First Vertex.

If the curves in question are position or rotation keyframe data from the graph editor (and not the Curves effect) I think the only option is to make a record of the coordinates frame-by-frame. Tedious no doubt, but frame accurate.

You’ll need to use a layer as a property mapper.
Particle Playground is one of the most misunderstood of all effects, due to its obscure interface and odd use of terminology.
There are many options to map luminance values to scale, torque(rotation), speed, lifespan etc.
Here is an example that uses a gradient ramp to map rotation and scale.
