24 fps was choosen as a framerate that was a comprimise between smooth motion and low cost.
(Higher framerates costed more film, which was highly expensive.)
Now, that is no longer valid.
Any ‘classic’ director would have choosen a higher framerate if given the opportunity.
Nowadays, you pick the framerate you get away with for delivery.
25i if you go to European (and some other) countries broadcast, or 50P if you intend to do a lot of slomo.
29.97i for US (or, double it again and shoot P for slomo)
23.976p if you want to go broadcast in both Europe and US.
If you also go to the cinema, shoot P.
Otherwise, 29.97, 30, 59,94 or 60. Probably P (Unless you know the target display is interlaced capable.)
Theatre nowadays eats any framerate, but needs to be progressive.
