q[BWK Idaho] “These are .mpg files”

What kind of .mpg? Ppro 1 only handles mpeg1 files barely and you need quicktime installed, forget Mpeg2, divx, mpeg4, and mpg files with MP3 audio embedded.

Describe the motion, is it normal everyday motion, or is it akin to a pitcher throwing a fast ball, or a break dancer?

[rossrapture] “My next idea is to upgrade my processor. The problem is I am unsure what is the best processor (what are the specs to look for) to get and will this solve the problem?”

You should specify what your computers specs are, like MoBo Brand/model to see if you could put a faster processor in it.

[Fantastic Plastic Entertainment, Inc.] “My previous qustion was actually asking WHICH Plug-Ins folder do I select when restarting Premiere while pressing control+shift. I get the pop-up box asking me for it… but there is the root PlugIns folder and then bunches and bunches of folders inside it to choose from. I just didn’t know what to select.”

You’re supposed to down the “shift” key(control-shift is for older versions of Prem) and it should automatically recreate the file, you shouldn’t have a popup box unless there is something fubared

I suggest you recreate the plug-in cache file, before starting Ppro hold down the shift key and start Ppro and don’t releash the shift till the project window is loaded, you will have to redo stuff like the scratch disks, etc, custome settings.

[Fantastic Plastic Entertainment, Inc.] ” but I still get a file with the unchangeable default of 1 frame.”

You maybe doing something wrong, I use Bitmaps(.bmp) quite a bit, importing a still image should be as long as the basic default duration of 150 frames(unless the length has been changed in Preferences) and can be stretched as long as you want it, for instance I just changed the length of a 150 frame .bmp image to 4hrs by draging the right edge.
