Okay, here’s the deal.
AE does support GPU accellerated previewing and to a lesser extent some plugins are GPU accellerated.
But as projects get more complex, the GPU maxes out fast – especially when working at HD resolutions.
My advice would be similar to Darby’s. Get a fast Core2Duo CPU, and 4GB RAM.

You can play with shades of colors to suggest depth.
Depending on the look you’re creating with water filling up the titles, you could either just animate the water surface or indeed shoot something in a small tank. You’ll need to make sure the water is ‘wild’ enough otherwise it will just end up looking like a slightly animated mask – in which case that would be easier to do.
As for shooting the fluid: milk in front of a black background will be easier to get a nice matte from.

It really depends on the keying algorithm used. For instance, Keylight really seems to work best in a gamma 2.2 situation.
In reality this can mean that flat (low contrast) or under or over exposed footage isn’t keyed very well.
I’ve just finished 6 weeks of compositing on a project shot using the new RED camera. The footage was shot a little flat to preserve highlights, and the material came in as linear data (gamma 1.0).
Color profile conversion and color correction prior to keying really improved the keying quality in Keylight dramatically.

For output to a consumer plasma screen I’d look at the Blackmagic Intensity board. HDMI.

More interesting would be to know what the source driving the screens is. What resolution is sent to the screens?
Other than that, my bet is 1920×1080.

It’s pretty easy to de-authorize and re-autorize the software as you go. No need to de-install or re-install, just a quick transfer of license.
So if it’s really a matter of once a week is should be a painless process.

I’m not disagreeing with you there. When the shot count goes up, AE’s timeline gets cluttered with layers. Shy layers help a little.
I come from a compositing background, and know AE inside and out. When I use more dedicated tools for grading I occasionally miss the tools that I know so well.
I often end up using extract and keying tools for selections, adding glows to highlights, matching grain across shots.
This is for commercials, shorts and music videos, often done at 1920×1080 or 2k. There are tools out there that do RT color correction at that resolution (Speedgrade, Scratch, Apple Color to some extent), but there’s a limit to the amount of processing it does in RT. Once you get into advanced grain tools, you’re usually not realtime anymore.
So for short-length programs I find AE’s clumsy interface is outweighed by it’s toolset, flexibility, and the ability to work at high bitdepths.
