You’re using a Panasonic deck, so try switching the control to 59.94 Panasonic. They maybe try one of the 23.98PsF presets.

DVCPro HD tape does not run at 23.98. Ever. At 1080i, it’s only 29.97 or 50 FPS. 23.98 is laid down on 29.97 with 2:3 pulldown.
If your capture card supports the real time removal of pulldown, you can digitize it directly from 29.97 to 23.98.
If not, you’ll have to use Cinema Tools to convert your EDL from 24 to 30, digitize at 29.97, then use Cinema Tools to reverse the telecine and reconnect the 24fps timeline to that media.

Honestly, the odds of it ever looking good from the web download are very slim. You should really try to get hold of the people who posted it and make a deal with them for the use of their footage in it’s native format.

Animation is an 8 bit codec. If they have a lot of gradients, there may be banding.
ProRes 4444 is a 12 bit codec, no banding. ProRes HQ and “plain vanilla” ProRes are 10 bits, no banding. Is it possible for your client to re-render in ProRes?
If they can’t do ProRes, then maybe they can feed you 10 bit DPX or 16 bit TIFF that you can convert to ProRes.

Even if you’re only ever going to use the video on the web, there are people like me who will still insist on using a calibrated broadcast monitor.
It’s a reference standard, and the video will always look more or less the same from brand to brand, edit platform to edit platform, facility to facility.
Most computer monitors are not made to rigorous standards (although many are). So previewing on, say, a good quality Dell and then on a comparable HP your video will look very different.
When your video goes out to the wild world of YouTube (or broadcast TV, for that matter), it will be completely at the mercy of the individual user’s bad shopping habits. There’s absolutely nothing you can do about that, so my personal choice is to make it look as good as possible on my broadcast monitor to broadcast specs.

XDCam is not uncompressed. In its least compressed form it’s still very compressed. Full raster 1080P with 4:2:2 color sampling is fewer MB/second than uncompressed SD.
All of the current tapeless formats from Sony, Panasonic, JVC, Red, etc are heavily compressed. There are uncompressed tapeless formats, but they are attached to cameras like the Panavision Genesis, the Arri D-21 or the Vision Research Phantom.
