As previous poster already said you need two keyframes 1 frame apart to get instant you want.

Dont use Match Sequence settings it uses the preview codec which in you case is probably I frame only mpeg.
Pick a preset under H.264 to export.

Encore has not been supported since cs6 but that does not mean you cannot make a dvd or blurays with the program. I stopped making DVD’s but I still make Blurays. I make my own menus in Photoshop.
I cannot think of one authoring program cyou can make your own custom menus from PS.
I have been using Encore ever since CS2.

Turn off Composite preview while trim under the wrench in the timeline.
See if that is any better.
