Premiere does not like variable framerate, must be constant.
You can convert with Handbrake. See if that will make things a little better.

Right click on the timecode in the timeline and change to .. fps timecode.

There is nothing wrong with downloading from ProDesignTools. Its legit and they have access to Adobes downloads.
If you use the CC app you are downloading the first version. If you update within the program it will install the last version
So there is no way to get the version in between (if required).

You need to clean these manually if the path in the pref is different.
