Copy bd to harddrive, then import the m2ts files from the STREAM into Premiere.

Import them as an image sequence then reduce speed.

I would use Set to Frame Size on the timeline. You can do the whole timeline in one go.
That way the footage is not scale down to 100% but to its actual scale.
This means you can manipulate (e.g. leveling horizon) the footage without loosing qualtiy.

Or use a track matte the shape of the anchor (only the lower part needs to be curved)
If you want the anchor to go vertically you need a very wide anchor assuming your sequence is widescreen.
Something like this:
