Export from Pr with a mpeg2-dvd preset (you can tweak the parameters.
Import the two files into Encore, make menu and burn.

If you still want to change the settings you need to set the Editing Mode to Custom first otherwise you wont be able to change the resolution.

Pre and postroll are set in the Preferences.
