What if you set the Default Audio Tracks in the Preferences/audio before importing the project.

Ntsc dvd’s will play on PAL players (countries) without problems.
PAL dvd’s wont play on ntsc players.

Elements is consumer level and very limited compared to PPro.

Clear out all media cache if that does not work.
Rename folder the footage is in and relink.

If Premiere had a real proxy feature you would be able to switch between original and proxy files on the timeline very easily by just pressing a button.

Technically its off line editing. Premiere does not do proxy.
I would go for dv avi in a 1920×1080 sequence. Dont scale up the footage but set progam window to 50-75%. then replace footage by original
Exporting is going to be a pain if it will export at all…..
