You cannot have 1920×1080 as the clip is 720×1280 in portrait.
So set up a sequence that is 1280×720 (this is landscape)
Drop the clip on the timeline (dont change settings if it askes and turn off Default set to FRame Size in the Preferences)
Rotate clip -90 degrees.

Does your footage have variable framerate.
If so
convert with Handbrake to constant framerate before bringing it into Premiere.

Its a bug, update to the latest version or put a piece of audio with volume turned down under assets that have no audio.
