I’m in the middle of creating my film on DVD. (Shot in the progressive 7D)

I want to create a region free international DVD that plays everywhere.

I’ve been reading alot about how changing from PAL 25f ps to 24 NTSC is standard.

But i have an option in premiere pro to export 25 FPS NTSC.

    Will this work?

What you are writing is a bit confusing…

    25fps is for PAL regions
29.97 is for NTSC regions (you can also do a 23.976 dvd and the player applies a pulldown and output 29.97)

there’s nothing like 25fps NTSC… where did you see that option?

A region free dvd has nothing to do with PAL or NTSC… It’s related to region codes

You can do a region free dvd both in PAL or NTSC. Moreover, most players (I would say almost all) read NTSC dvds…

Ntsc dvd’s will play on PAL players (countries) without problems.
PAL dvd’s wont play on ntsc players.
