    Got 4K footage and HD. Is there a way to make Premiere Pro (I have CC 2015) take whatever footage is in the bin and automatically rescale it to the timeline settings. Timeline might be 4K or HD. In other words take HD up to 4K and 4K down to HD depending on the sequence/timeline settings? The governing element ebing to make it fit to the edge to edge dimensions.

    Set default scale to frame size on in the preferences.

    I would use Set to Frame Size on the timeline. You can do the whole timeline in one go.
    That way the footage is not scale down to 100% but to its actual scale.
    This means you can manipulate (e.g. leveling horizon) the footage without loosing qualtiy.
