Variable framerate is not something Premiere is very good at.

Convert to constant framerate with Handbrake before bringing it to Premiere.

Fields should say progressive, not Upper.

Turn off Max Render/Max depth and optical flow in the export settings.

Optical flow in the timeline is only used on slomo’s.

You only use optical flow in the export settings when export framerate is different from source.

On a side note : dont call it RAW video and the RAW format is something totally different.

There is no more vectorscop HLS on 2022.4 and up. Just YUV.

You dont select the clips in the timeline but go to the camera source clip and add the Transform effect as a Source clip effect and adjust the scale.

Dont use AME when dealing with sync issues. Especially when footage is vfr: AME will most of the time pick the wrong framerate to work with.

Nvidia settings are default on Use 3D app: set it to Adaptive.
