    Yes, i know that sounds like a no-brainer, but the phone-shot video was sent to my be a friend. It’s at 15fps and plays fine outside of PP. Once inside…it only plays the sound at half speed, and out of sync with the video. I’ve tried doubling the speed of the audio, but there’s not enough of it to sync with all of the video…since there’s only half of the original audio length now on the clip (in PP). On my desktop, it still plays fine in QTPlayer. And advice?

    Try downloading HANDBRAKE….it’s free. Run your clip thru handbrake before putting it into Premiere.

    also check out shutter encoder which has more video codecs options. for example, you can convert directly to prores so you don’t have to make proxies for smooth playback. although in handbrake, it may be possible for h.264 in command line with, no pb frames, cabac off and essentially be a intraframe mp4.

    You can also use Adobe Media Encoder to make ProRes file. In fact any phone footage should be converted to ProRes because most phones us VFR [Variable Frame Rate] rather than Constant [CBR] and edit software works better with CBR.

    Dont use AME when dealing with sync issues. Especially when footage is vfr: AME will most of the time pick the wrong framerate to work with.

    Use Handbrake or Shutter Encoder

    A quick an dirty way use screen capture software like snagit play your video and use snagit to record the video?
