WMP is a player, Prpro is a NLE: big difference.
You are on an old machine, when viewing e.g. avchd which is highly compressed your system might not keep up.

On a side note: the gpu is only used for scaling down, blend modes and two other tasks ( I forget what they are).
(Adobe took down the page about cuda and the MPE).

You need to fix the Lumetri effect between 00:01:09:23 – 00:01:10:08.
Remove and add again.

Selection follows playhead: its under Sequence.
But as soon as you use Lumetri its turned on. Might want to make a kbsc.

I still have a gtx 480 and recently did the Creator update.
Other then a bit slow on the export no issues with Premiere.

Found this for a previous update: replace 7.0 by 11.0, might work.

-Close Premiere

-Move all folders from “C:/ProgramFiles/Adobe/Common/Plug-ins/7.0/MediaCore” to another location

-Start Premiere with “Shift” held down to clear out plugin cache/registry

-Put back one of the plugin folders and try to start Premiere again

-Repeat for each folder

Go to the root first then Reveal in Project.
If you are in a bin that does not contain the sequence it will open a second window.
