Bitrate x time = filesize.
Lower the bitrate.

You can do this in Premiere.
instead of rotoscoping in AE use the mask feature from Opacity.

Avchd is what it is.
Transcoding to another format will be easier to edit but wont give you any extra info.
If you do decide to transcode make sure you have enough disk space.
You could consider using proxies.

If your machine can handle avchd then there is no point in transcoding.
