    Thanks for the community help.

I’ve run into an anomaly I cannot explain.

One of my clips on my timeline with hundreds of clips has no “Motion” effect listed in the Effects Controls tab. It looks like this:

So there is no motion option to scale or move the image at all.

All other clips have the option, and there are over a hundred. What could be different about this particular clip?

The entire window is at fault.
    rename clip and import again.

Whenever I notice Premiere doing peculiar things like this, that I know is not right or normal, I Save, Quit, and Restart Premiere.

It turns out that this kind of thing happens in 2025 too. Selecting filters, restarting, or importing didn’t help.

Using any clip that contained a “Motion” section, I created a Preset and then dropped it onto a clip without a “Motion” section. This added the missing parameters.
