I am not sure because i have not realy worked with CS3 but in CS4 it reads under Windows Media, HDTV 720p 24 high quality. You can even pick HDTV 1080p 24 high quality.

Always set your project the same as your footage. Export to another format.

Make the still the same resolution as the project/sequence settings before importing. See if that helps.

DV pal is 720×576 period, you cannot change this.
Exporting to another format with a larger dimension will deteriorate the picture enormously.

Update your videodriver.

If you are in NTSC land your camera shoots 30 fps if you are in PAl land your camera shoots 25 fps.
So choose a AVCHD preset accordently to that.

You add a keyframe to the opacity of the clips involved in the transition. No need to tweek.
