If Premiere is acting weird.
Reboot while holding the shift+alt key until the welcome screen appears. Also clean out the Media cache database.

Select clip on timeline, go to effect controls and hit the transform icon (top left corner) or the word Motion next to it.
The top bar gets highlighted and also the bounding box in the Program monitor appears. Now you can move the clip around.

Actually you can make an avchd file if you wanted to.
Make a BluRay folder and rip the m2ts file from the stream.

Premiere does not have an editing codec, all is done natively.
If there is no ready made sequence setting you make your own by going into Setting / Editing Mode / Custom or…
…Import a clip and drag it into the New Item icon (at the bottom of the project window) and it will create an matching sequence for your clip.

Find an auto save.
Don’t use DL but export from Premiere.
Import into Encore, make menu and burn.

The dimensions of your pics are not too bad. Try it first without resizing. If your project gets very slow then you will know its time to resize.
