No grafics card is sufficient.
Go to Playback settings under the Output button in the Program monitor and set External Device to Monitor ….

I would keep it ntsc as most pal dvd players can play ntsc without a problem.
I live in pal-land (Holland).

If the audio is ac3 you need to copy the ad2ac3dec.dll file from Encore’s root and paste it in Premiere’s root.
Re-import clips or make new project.

No point in exporting/transcoding first to QT and then having Encore transcode to mpeg2 for dvd.
Export from Premiere with the mpeg2-dvd preset or use DL and set Encore to auto.
