The warp stabilizer can do wonders, it cannot do miracles.
Not all clips are suited to be warped (too much motion).

I think what you are seeing is DV codec artifacts instead of a clean font.

1. rightclick on clip in project window. This will give the position in the timeline, select and playhead will jump to that position.
2. When adjusting a layer that is superimposted by another layer. Click layer in timeline. Go to Effect Controle hit the transform icon or the word Motion; bounding box will appear in Program Monitor.
Use up/down/left/right for presice positioning.
3. Premiere handles most formats native. The more its compressed the more horse power it needs.

Actually its Alt+[ and Alt+] for setting WAB and they have been around since Ppro2.
You can also turn off the WAB and just use I and O for in- and outpoints.
Or lasso and use / (forward slash)

What do you want the file for.
Uncompressed or H.264 is quite a big difference.
Either way you are scaling down. You only have to check Max Render Quality if you do not have MPE hardware.

Basically, I don’t want to lose the temporal resolution that I get from 50

fields/sec
no idea what you mean by that. 25 frames per second (PAL) is either interlaced (50 half fields) or progressive (25 whole fields)
