Probably a graphics card issue.

When you have a Nvidia go to the Nvidia Control Panel, set the 3D application settings to “Let the 3D application decide”.

That should do the trick.

AMD is simular.

Golden rule if source is upper, rest stays upper too.
DVD pal is set default to lower. No big deal just change it to upper.
You can change the bitrate to VBR2 pass, 2.8-7-8 for better quality.

Your website host must be able to host such a lengthy video, unless you have your own webserver.
You can also put it on YouTube set it to hidden and then embed on your website.

25 fps is PAL.
Would your sister not settle for a compilation of say 10 minutes.
The 1,5 hours put on dvd or bd.

Uncheck Frame Blending.
That is only used when output framerate is different from input framerate.
Try a SD Youtube preset.
1 hour and 25 minutes is very looooooooooooong.

Duplicate video and superimpose.
Add Crop to the duplicate, set it to 1/3 and set feather (assuming you are on PProCC)
Add Gaussin or Fast Blur. Check Repeat edge pixels.
You can make this into a preset for further use.
