There is no setting to make Snap less sensitive.
There is but one setting in the Preferences/General you can turn on or off:
Snap Playhead in Timeline when Snap is enabled.

Best is to export your HD timeline to mpeg2-dvd from Premiere and import the two files (m2v+wav) into Encore. A 1.5 hour timeline will fit nicely on a DVD.
No retranscoding needed. Make menu and burn.
If you export to mp4 first and load that into Encore your file gets re-encoded something you do not want.

The same goes for BluRay: export to H.264 BluRay import that into Encore, build menu and burn. No re-transcoding.
Beware Premiere 7.1 has a bug in the H.264 BD preset. Encore does not see the files as BD compliant.

Open the transition in the Effect Controls then you see why it snaps onto the AE comp.

Select clip in the timeline.
Go to the effect controls and hit the transform icon (or highlight the word Motion). A bounding box will appear in the Program Monitor. Now you can move that clip around.

I assume the AE comp does not have handles, the avi does. Hence snapping onto the AE comp.
To get a transition only on the avi, is to make a gap.
