Does the Intuos2 not have shortcut keys? If not, my mistake.
I have the Intuos4 and I have the ability to set them like this:

Why don’t you set up one of the shortcut buttons on the tablet to “Precision mode”? It creates a frame around your cursor that takes advantage of the whole tablet to very finely adjust a small portion of the cursor on the screen.

Ctrl+click (Windows) the timecode display on your timeline panel. This will switch it from timecode to absolute frames. Corrupt frame is usually +/- a frame or two from where it crashes.

I don’t have 3 installed, but, if I recall, the session in 3 could be saved as the old session format (From Cool Edit Pro and so forth) to a newer xml session format. Try a “Save As…” and see if that is an option in 3. I’ll bet that will bridge the gap between 3 and CS5.5 (really version 4 chronologically) without a fuss. Adobe is usually pretty good with backwards compatibility.

Import the h.264 file back into Premiere, is the drop visible on the audio meters, or just during playback from external software (VLC, Quicktime, etc).
For a dummy check, in Premiere check the audio mixing panel and make sure there are no drops on that track or the master bus.

Honestly, I would strongly consider finishing the doc in Standard Def. I don’t know if you’re shooting in 16:9 or 4:4 (for all intents and purposes NTSC/PAL standard). If your existing footage is 4:3 you’ll need to add shadowboxes after it is up-resolved to HD (I assume you’d want your finished product to be delivered in HD if you switch to HD). Depending on how tightly you frame, a conversion to 16:9 may be impossible.
Secondly, there is the general quality of your camera to consider. Unless you buy a camera near the same family as what you have, you should expect to do some color correction on footage from one camera to the other for a proper match.
Thirdly, you may or may not have to upgrade your computer to accommodate the needed horsepower to process an HD post-production pipeline.
As for camera recommendations, ENG style cameras are not my area of expertise, I’ve used the Panasonic HVX-200 (can be found cheaply used) and HPX-500 with no complaints as to their performance.

I don’t think the GoPro has invervals down to 1 frame an hour, but it does have interval recording with stills. You’d probably have to drill through the water proof housing to attach constant power but it’s probably your best and near only choice in your price range.

It’s hard to say not knowing the microphone or the general quality of your narrator’s voice but chances are you’ll need a mix of parametric eq and multiband compression.
Learn how to sweep; there are plenty of EQ tutorials online, but it amounts to turning up one point on your parametric eq and sweeping through the frequencies as you playback your audio. You can mark down and isolate the frequencies of the narrator you want to emphasize (maybe around 700Hz for a bit of a boom) or tone down (maybe around 3kHz which can kill some harshness) and you can also smooth frequency spikes inherent in the microphone you use.
Then using the compressor, use two. One overall to smooth the peaks of the narrators voice, and the other to fix any amplitude/frequency related issues (maybe you like the boominess, but you want to calm it a bit by just compressing that band of frequencies).
I like these videos. I know you probably aren’t mixing music but they highlight good fundamentals.
