Perhaps a null object might help. What you want to do is parent all the layers you want to uniformlly resize and link them to the null. Then resize the null and the other layers will adjust relative to there current size and position.

Can you upload a still frame of your depth matte and image?

There should be an option in the Blur plug-in to INVERSE the blur map, or you can apply a channel inverse to the depth matte and then precompose.
