You need Audition to do that. Have a look at this Tutorial on the COW:

You cannot use any version of the XTools drivers with any version of Premiere.
The obligatory pairings are:
Premiere 6.5 –> Xtools 4263
Premiere 1.0 –> Xtools 5078

Since you have Audition, have a look at this Cow Net video tutorial by Frank McMahon on a basic and effective work-flow used to remove noise.

Copy the VOBs to HD, change their name from *.VOB to *.MPG. Import the MPGs in Premiere and render. You will then have editable AVIs on the timeline and you may export them to disk as AVIs.
You may also use utilities that basically do the same. DVD2AVI is one of them:

That statement is misleading.
I have personaly used the RT.X100 with Premiere 6.5 during more than a year and thousands of users are still using it.
Have a look at this Matrox link that leads to the downloading of the drivers required by Premiere 6.5 (that is ver. 4263)
