They seem to be not UTF-8.
You may try following:
Open TextEdit.
Press cmd-O and navigate to that file and select.
But before you hit Enter (or double click) select in the “Plain Text Encoding” pop-up “UTF-8”If that doesn’t work tell the creator to save the file as UTF-8, to zip it and to resend it to you,

For open captions you never should use the CC editor in PPro.
A free option would be to use my psTitles – but there are limitations.
1) you need to have PhotoShop
2) you need to convert the SRT to a Spruce STL
3) no detailed style support.For 2) there are several free converters available on the internet.
The commercial option is to use Sub bits from VideoToolShed.

Just to clarify:
Files of type .stl files can be either binary EBU.stl which are used as CC source or it can Spruce Text List.stl which are used on DVD Studio and other authoring system.
Latter are text files, for EBU ones you need an editor app for this kind of binaries – I don’t know any on the Mac.
AND you can’t import Spruce Text List.stl into PPro.– Andreas
