I’ve heard about such problems with DV/HDV footages after the capture in Vegas. Your client can try HDVSplit for capturing. In addition, you can use a script that can remove a couple of frames at the end of each selected event (although I have no links, maybe someone else will post a link to a free script)
Vegas doesn’t have motion tracking tools out of the box (Track Motion IS NOT motion tracking solution)
You need BorisFX plugins, or standalone trackers (eg. Mocha)

Try to use Vegasaur’s Pan/Crop Assistant tool > Keyframes tab. It provides a way to create Pan/Crop keyframes from markers (including media markers)
Try Text Generation Wizard from Vegasaur toolkit.
It can generate text events in MM:BB format (select Counter option on the first page and the desired text template)
