I believe that this effect (bokeh) is created by the camera lenses, not in post.

You can use Placement tab to arrange/sort/place events in many ways.
Sort Events Chronologically is a special case (most frequently used). It’s a “one-click” command, which means that you can add it to the toolbar and assign a keyboard shortcut to it. -
Close Gaps commands from Vegasaur extension will do it. Other scripting extensions have similar tools
