You can use Windows Search (in Windows Explorer press Win+F3) to find all *.R3D files in the root folder and all its subfolders. Then select all the results and drag them to the Project Media window.

Currently, there is no such option in Vegas. But you can easily switch off this option for selected events:
1) Use any available method to select all video events
2) Right click on any selected event and choose Switches > Disable Resample -

Transcoder script can do everything you want, except for naming regions from a text file. And I don’t know of any other script that can do it. You have to name each region on the timeline or you can convert your text file to a subtitle file (eg. SRT, SUB or CSV). In this case Vegasaur can import your regions and render the files for you.

Vegasaur has a couple of scripts that remove gaps between events. In addition, Project Auditor can close gaps across multiple tracks
