With Vegasaur you don’t have to create and name regions. Simply add all your files to the render queue, specify render template and that’s it. Your output files will be named automatically

Place all the clips on the timeline, create regions above the clips, and use Batch Render script to render regions to files. This method is free, but you must rename files after rendering. Commercial batch render tool allows you to automatically do it, you don’t need to create regions and rename the files.
You can drag the blur effect on the selected clips in the timeline.
Alternatively, you can add blur to the Track FX.
But if you really need to add it BEFORE Pan/Crop – only scripts, as far as I know. Effects tool in Vegasaur can add effects and place them before/after Pan/Crop
You can copy the settings of one event to other events by Paste Event Attributes command. Note that this command will copy all properties (like pan/crop, switches etc.) – in some cases it is unwanted behavior.
Scripts also can help you. You can try to find a free one, or buy a commercial package, for example Vegasaur. Its Quick Properties module can do it.
