Set compositing mode to 3D Source Alpha and use Z coordinate to move your track to the top (eg. set Z position of the beginning and end keyframes to -1)

Not in Vegas. BCC & Mocha provide only 2D tracking.
For true 3D tracking you need more advanced tools, like Cinema 4D or Syntheyes
