You can use Vegasaur free trial and its Text Wizard to generate this counter…

Your events do not start at frame boundaries – turn on Quantize to Frames and move them to the nearest frame boundary.

Make sure that Quantize to Frames option is ON (under Options menu).

You can do it with Vegasaur: Place all the clips on one track and sort them chronologically
