The same way – put your clip with desired effect(s) under your original clip and click Apply or do it manually using Composite envelope.

You are talking about open captions
Closed captions are just like subtitles stream in DVD (but I’m not an expert here) – you can switch it on/off

2. Media Stabilization
Starting with Vegas Pro 11, stabilization is an effect (in Video FX window). Add it to the clip as Media FX:

Try the following:
1. Open another Vegas instance with your project (Vegas instance #2)
2. Replace audio file #1 in Project Media with audio file #2
3. Select all audio events and copy them to the clipboard
4. Create new audio track in the original project (Vegas instance #1) and paste your events from the clipboard -
I tried your workflow and everything works fine as you want. Trimmer window does not lose focus.
p.s.
you can additionally press Alt+2 to select Trimmer window -
OFX effects (such as Newsprint) are animated at parameter level – click small clock icon on the right side of each parameter
