I personally prefer to do an image in Photoshop with all the credits, import them to premiere and set some keframes to the motion of the credit image footage, this gives more freedom for designing the credits. An alternate road could be creating and animating them in After Effects but this is better only if there is to be animation between the credits. I have the same happening to me in my UVW1800, -7db and everything is perfect (using a Decklink HD Extreme). I just save a project that has the bars already leveled down and it works great. All other audios are at perfect 0db peaks, so I think it is a problem with the premiere bars being higher than 0db. The mixer workaround is useful though.
