for the record I’ve already submited a 4 minute tutorial on using illsutrator and photoshop to create motion paths and masks in AE, along with some of the issues that pop up when doing it.
However, once again, it requires that you open the programs.

If you have a non-educational version of AE, it comes with an effect > Keying > CC Simple wire removal, for just this purpose.
The CC (CyCore) effects are a seperate installer on the AE CD.

Man, I hate that effect. It works based on time, not frames so it’s a bit unpredictable, and hard to tweak. Thanks heavens guys like Dan Ebberts have made expressions easy to understand because…
I did a tutorial on making a TV screen, and in it I cover making a flickering white bar – maybe that will help you, since it uses 3 keyframes and an expression to make it flicker – takes a minute to set up, if even that. You can easily adapt it to your footage.
