working with splines is more like drawing in Illustrator, and it’s easier to visualize and control the values for animation. Much better.

compositing a shot like that is going to be very difficult if not impossible no matter what program, if your camera is not locked down. in the movies, they can do stuff like that becasue they have a robotic camera that moves exactly the same way on each pass.
You should consider locking down your camera for that shot. On the other hand, if you are filming the cops on a green screen and you’ve already filmed the hillside, you *may* be able to film each actor doing his thing standing and moving the right way (Facing the right direction… etc.), and then motion track elements of the BG, and place the cops in there to track along with it. However it’s likely this won’t look great. As far as the better program, Shake, I’m told, is much better at this sort of operation, but After Effects can do it.
As far aws your night shot – There are plugins (even within AE) that can simulate the darkness of a nighttime shoot. And Andrew Kramer has a tutorial here on sky replacement that may or may not help you get those stars that you want:

open with your strongest, end with your second strongest. Not a hard and fast rule, but a good one – it stars with a bang, and leaves a good impression. Though it really helps to have a good cream filling too!
Although putting most of your best stuff at the top is another way to do it since after the first 30 seconds or so, people watching these things get bored… unless it’s really good. Like I said, no hard and fast rules.

The echos move at the same speed as your footage – it’s an exact duplicate pushed forward or backewards in time.
The best way to make it last longer is to
A) increase the number of echos will add more echos to the trail
B) chnage the Echo time default setting of .033 seconds in the past to a slightly higher value—————————————-

– Have you tried a Luma Key instead of a chroma Key? Luma keys are designed to pull out blacks and whites.
– Also Perhaps you can use the “Change to color” effect to change it to a color you can key out with keylight.
Just suggestions – no idea if they’ll work…
