Here is my personal experience (and, I am a full time laptop editor).
Chip: Intel Core 2 Duo.
Memory: At least 2GB
Graphics card: You NEED a dedicated card with preferably, 256MB memory.
Hard-drives: I would recommend getting a 7200rpm internal drive
External drives: I would recommend picking up an eSata ExpressCard slot and using eSata drives.
Screen-size: VariableOver the past couple of years, I have tried a LOT of laptops from different manufacturers, but have hated all of them, primarily due to their poor reliability. I have been using an Apple MacBook Pro for the past 8 months and it is honestly the best laptop I have purchased. (PS: I run Windows on it)
My other recommendation would be picking up an HP machine.
The above should easily fit into your budget. (If your stated price of 3500 is in USD)

You can get rid of the RTX2 if you don’t need to do any real-time corrections/editing. The benefit of the Matrox card is that you don’t have to wait for certain tasks to render (ex: real time color correction, transitions etc. ) However, if you have a fast enough system with plenty of memory, the RTX2 doesn’t help that much.

Make sure that there is nothing on the other tracks while ripple-deleting. For example: You want to delete content between time = 8 and time = 10. Make sure that all tracks are empty.

According to Adobe: https://www.adobe.com/products/premiere/systemreqs/ the product should install properly on Windows Vista Business. I’d recommend trying the install on another system to see if that helps. Also, make sure that you are running the install under an admin account.

My recommendation would be to disable a few of the audio plugins. Premiere Pro does look into the VST plug-in folder of the system and that may be why you are seeing that error message.

Can you clarify this statement? In paragraph 1, you mention scene detect. But, in this quoted line you mention sub-clips. These are different things.
